According to PM, the Cabinet had recommended him for pardoning in accordance with the Interim Constitution of Nepal, 2007, and Comprehensive Peace Accord 2006. The PM was responding to a show cause notice of the apex court issued on November 13, demanding why the Cabinet recommended granting pardon to Dhungel, who was convicted of murdering Ujjan Kumar Shrestha of Okhaldhunga in 1998. The Supreme Court had stayed the Cabinet decision to grant him pardon on November 13 and continued the order on November 23.
